can someone please tell the meaning of the word "Fahrbargabe" in English? Context is railway. Unfortunately I could not find it in the internet.

It's a word. Seems to be a Swiss expression and short for "Freigabe, dass die Strecke fahrbar ist" (no workers and no work equipment on the track, etc.).

I've added a new recording for both Niger and Nigerien. I believe previous recordings and computer generated pronunciation are not correct. Nigerien and Nigerian should not be pronounced the same way. See a Slate article citing a Nigerien embassy as source. The river's name is probably a bit more complicated where pronunciation with an i like in "night" is much more common.

Cannot find § ^5a UStG in English. Would you talk about adjustment object or correction object or item here?

I believe this is the equivalent in Maltese VAT law: It looks like they simply call it "adjustment".
To my knowledge this is all based on EU law. Articles 184 to 192 were probably only transcribed into §15a UStG in German law. This is the link to the VAT directive: Everything that is not in the directive could simply be in §15a UStG to make it compatible with other German tax legislation.

it seems there have to be at least two (natural) persons who are "joint owners" of a purchased property. For two persons, the share of each is "ideell" 50% in a "joint ownership".

Types of joint property ownership
First, one needs to consider the various types of joint ownership (also called concurrent estate or co-tenancy).

The ideell refers to the fact that the object in question can't be divided physically among several owners. For example, a building lot might already be as small as community regulations allow. It has to remain one undivided lot in the land register. But it can be divided for concurrent multiple ownership by percentage, as hausamsee pointed out.

In the U.S., division by percentages indicates so-called tenancy in common. So-called joint tenancy contains the right to survivorship, meaning when one tenant dies, the other tenant inherits the deceased tenant's interest.

I would suggest "...tenancy in common with 50% interest" here. I think "...ownership in common with 50% interest" would also get the message across if you feel "tenancy" might be misunderstood.

From what I understand
„ideelle Hälfte“ is 50% ownership of the entire landed property.  
Phrase differently half of the beneficial interest in the entire landed property.

I don‘t think „non-material“ is an appropriate translation.
In translation I suggest you avoid the phrase "tenancy in common“ and „joint tenancy“ (concepts not identical, inheritance right different).

“ownership” (ie beneficial interest) is clear.

Terminology of England and Wales:
„landed property“ is a generic term, covering a piece of land, land with a house built on it, a flat and other land related units.  In your example I believe a flat.

Ich lese viele romane, novels und auch Nachrichten alles auf Englisch jeden Tag und verstehe sozusagen alles perfekt.Auch schreiben kann ich sehr gut was ich auch täglich aktiv einsetze. Ich habe Englisch selbst erlernt irgendwann konnte ich es merkwürdigerweise. Das Problem ist ich kann nicht reden. Ich bekomme die Wörter nicht zusammen. Wie kann man das trainieren ohne ins Ausland reisen zu müssen?

Ich würde mich für Ratschläge sehr freuen. Danke.

My suggestion is, first listen to English in BBC, CNN and all other English/American radio/TV/movies available to you, to get a feel for it.

Second, listen to English audio books at your pace, and try to repeat spoken sentences loud, not just silently in your mind.

There might be some confusion here. The idiom expressing someone not allowing something is "not hear OF it," with the "of" being a key word in that idiom. The posted quote does not contain that idiom. But perhaps the "of" got lost in transcription. If so, all the suggestions are good, of course.
