Verfassung can be "Constitution" as legal term or "shape" as in definition of well being (or ability to execute). You can't "reform" your shape (only improve), so it it the legal term. My take: "The constitutional reform of the armed forces, especially the introduction of the draft with the inclusion of (arming) the population at large". Could be mis-leading since ther weren't weapons given out to the common man, but every(male)body was subject to serve in the armed forces. "Volksbewaffnung" is a political loaded term, so there might not be an English equivalent (just ask Google for the wild discussions around the second US constitutional ammendment). Hth :-) stw |
