Bundestreue and länderfreundliches Verhalten may be two ways of putting it, but the latter more specifically spells out how the federal state is supposed to behave towards its constituent Länder

Google: "principle of federal comity" Germany

Yes and of course may mean the same thing, but you should not replace the latter with the former in certain contexts.

the context is imposing security charges for searching duties at airports (purely German context) and the dispute as to whether searching is in bundeseigene Verwaltung and in violation of the Grundsatz des länderfreundlichen Verhalten Bund/Land
