I’d sneakily turned the heating down. Consequently, my study was verging on the distinctly parky.

It's a colloquial term for cold. I suspect it is British English. I say it sometimes, but I've never heard an American say it. I think Proteus is right about study being Arbeitszimmer not Untersuchung in your text, and in fact Proteus's translation sounds right to me for the whole sentence, as I think "wurde" covers the "verging on" part nicely.

Proteus is right, but it is usually an adjective. It still means cold, whether acting as an adjective or an adjectival noun.

A substantive adjective is an adjective used alone in the absence of the noun that it modifies. The noun was elided—in this case, the word 'study.'

It makes sense as it is. With "one" it wouldn't. Proteus's translation is correct. "Verging on the" + adjectival noun is a set phrase:
verging on the hot
verging on the cold
verging on the obscene
verging on the disgusting
it means: almost/getting towards being + adjective, e.g.
almost hot
getting towards being hot etc.
