Either is possible, but each says something a bit different. Which one you use would depend upon the gist of the text. Also, it may be that "goals" works here better than "targets". |

You can find all these terms in Earl Nightingale's "Lead the Field" from the 60-ies. There is a lot of talking about visions and goal-setting. "Visions precede goals" or "Goals develop from visions" would be my choices. |
