If you buy this ticket you can use public transport trains and buses with it without paying a fare.  (This may exclude special route and express transport and routes operated by private operators. Check with tourist info for details.) It also includes "visitors' taxes."  It's a fee collected from non-locals for using things like parks, beaches and visiting museums and sights.

For non-locals it's always best to check who accepts such card and who doesn't.  We got "caught" using a similar deal on a non-eligible train in Northern Germany and the DB conductor made us pay a huge surcharge.  Much more than an ordinary ticket would have cost.  Turned out the train we were supposed and permitted to use left from the same platform a couple of minutes later.

Any train labeled ICE you can't use that card on.  RE trains you can.

Otherwise the DB has a phone information service that is almost impossible to get a hold of, but very competent once you do.
