"Scrawny" has nothing to do with "Gekritzel" (scrawl), It is an entirely different word.
I cannot find a good word in German for "scrawniness". It is probably necessary to recast the sentence into something like: "Er war dünn, man könnte ja fast hager sagen."
Perhaps a German native speaker could work out something better based on this.

Scrawny is very thin, but not yet down to skin and bones.  In the latter case, you lack the physical capacity for normal work. A scrawny person could still be strong.

But in both dict.cc and Chemnitz, scrawniness is translated as Gekritzel." Should it be re-opened?

I am still at the computer, but my mind went to sleep about an hour ago. If dict says that "scrawniness" (which is a dog of a word anyway) is "Gekritzel", something should be done about it. (But not by me.) As long as you are convinced about it.
Night, night.

I did scrape together the energy to check on the "scrawn*" entries. There is no voting history. It seems to have been verified directly from Chemnitz without passing through anybody's mind. What other horrors may be lurking in there somewhere?

Why me? I have heard that Leo is good, but I took a dislike to something in the format, and I virtually never use it. Haven't looked at it for months. So I don't see the relevance. Sorry.

No offence taken. I was just puzzled. Does it give a good answer for this? May that is where you found "hager".
But is there such a word as "Hagerkeit"? It does not sound right.

You’ll find «Hagerkeit» in the German «Duden», but the word is rarely or never used.
