I felt most unsure about this entry, but it seems that it is being used more and more. This raises a basic question - should we include it or ignore it?

I think the ambiguity arises because a sewer treatment plant, Kläranlage,  includes may separate modules - screening units, primary, secondary, and tertiary treatment units, and yes, clarification units.  I think Kläranlage may be used to refer to the overall complex as well as to one or more of the individual modules.

The purpose of a clarification unit is to meet specifications for turbidity and suspended solids of the effluent before discharging to a receiving water -- which may be the source of drinking water for some other community.

in the links you give.  But clarification may also involve the addition of flocculants in order to remove the very fine materials that cause turbidity and which will not settle by gravity.  Such a clarification unit is also used in clarifying potable water where the water from a river or underground source has turbidity in excess of some standard.

How intensive the Nachklärung is depends on the permissible discharge limits which may be for both concentration over a short sampling time and total contaminant discharge load.  Usually the further upstream from the ocean, the more strict are the discharge standards.
