This would seem to me to mean that someone is trying to get low-income households to purchase or acquire refrigerators, that is, the programme promotes refrigerators.

The Merriam Webster dictionary defines "promotion" in the following way (the most relevant sense):

"2: the act of furthering the growth or development of something; especially : the furtherance of the acceptance and sale of merchandise through advertising, publicity, or discounting"

For what it's worth, "programme" is British. Americans write "program."

"Promotion" has the sense of an effort to increase sales.  This is not the goal here.

Das klingt, als würden die Kühlschränke gefördert. Tatsächlich geht es darum, daß Leute, sich neue Geräte nicht leisten können, Kühlschränke bekommen, für deren Betrieb kein eigenes E-Werk nötig ist.

The low price comes from public grants, retailers discounts, donations etc. Given that the fridge has a life span of 10 years and needs less electricity worth 10€ a month - how much money is saved here? And you have to sum this up to thousands of households, plus count in the amount of CO2 that won't be produced.

Your original phrase with "energy saver" or "Engery Star" works for the US.
All government spending benefits industry.  It's just nice if the general population can derive some benefit from it.
