is this just a short grammar form of: water vapour condensing ( which is )to become droplets ?

In English grammar, 'sentence' does not mean what Satz means.
'Sentence' means a self-sufficient expression complete with a main verb.
'Clause' means a subdivision of a sentence, which contains a verb - but not a main verb.

Thus in this case:
which contains a verb - but not a main verb is a clause, but not a sentence.
In English grammar, 'sentence' does not mean what Satz means  is a sentence, but not a clause.
