You mean to tell me that India, with a population of 1.2 plus billion, has fewer people studying English than does the Czech Republic?
It is not surprising that Iceland is not on this list. Its entire population is so small. (Under one third of a million.) I presume this is taken on totals rather than percentages. But what is Estonia doing so high on the list? Population ca 1.3 million, including infants. (Fewer even than Brisbane.)
I suspect that this refers to people who are formally studying English as a "Foreign Language". Maybe a lot of Indians do not count English as "foreign". And I wonder whether it refers to people currently studying or to the number who have ever studied?
It looks like a case of how to lie with statistics, although it might be a case here of an aberrant definition of the criteria, rather than deliberate deception.
4; Heflamoke: The list specifically excludes countries where English is the official language.
4; ddr: I think that one of the countries with the highest percentage of the population studying Chinese is Namibia. Odd. They know on which side their bread is buttered, and where the Chinese mining investment money is going.

I did not understand clearly the background to these statistics. They do not refer to the numbers studying, but to the proficiency levels of those who chose to take an online test (which could, of course, easily have been faked).

Wikipedia(EN): EF_English_Proficiency_Index_%28EF_EPI%29

The EF English Proficiency Index has been criticized for its lack of representative sampling in each country. The report states that participants in the tests are self-selected and must have access to the internet. This pushes the index towards the realm of an online survey rather than a statistically valid evaluation.
