I believe Präsenzwissen here is instantly retrievable knowledge about hard facts ("The CEO was paid $600,000 last year") as opposed to knowledge based on perception ("This company could do better"). Try "...insufficient factual knowledge to judge...". A little more snarky: "...insufficiently informed about the hard facts to judge.."

Thanks, Michael. This lets them off the hook (for failing to do something), so I don't think it'll sound snarky either way, but I think I'll go for factual knowledge here anyhow.

Yes, makes sense. Präsenzwissen also suggests retrievable factual knowledge absolutely necessary to understand a complex issue, but not encumbered by distracting peripherals.

Thanks, Proteus. Is there a logic behind "positive" rather than "factual" (it sounds very good to me, but I can't quite follow why positive knowledge means the same as Präsenzwissen)?
And thanks, anonymous, that's what I wondered too, but MichaelK and Proteus's answers sound like they know what they're talking about and I have a lot of experience of each of them being right in the past.

4;Proteus, I'm not entirely convinced by "positive knowledge" here, as this definition varies somewhat from the one you gave: http://www.marxists.org/glossary/terms/p/o.htm so I'm not convinced there is a simple clear meaning for "positive knowledge" (I associate it with "do you positively know that" - meaning is that based on actual knowledge, not just an assumption).
