"Implying guilt" goes against the fundamental principle of "innocent until proven guilty."  

unless a Plea of "nolo contendere" is entered, in which case one puts imself at the mercy of the Court.

When you left the gate open and the dog escaped, you were guilty by implication. = indirectly guilty? or kind of Criminal Negligence?

Criminal "Negligence" is OK.

You see: "Guilt" presupposes "Intent" --- "Negligence" on the other hand, makes you liable to "Damages" for having been "careless" and by it having caused harm to others.

Norbertgold didn't give any context and I just gave evidence of three uses of guilty by implication with very different meanings. If he had a text about Charles I, then that might have been the meaning he was looking for :-)
