Strictly speaking, the "jam" is not "going" anywhere. It is staying at the mouth of / entrance to the tunnel.

That's why I pointed it out.  "going into the tunnel" is used to describe the location.  More precisely a longer form might say "where the road is going into the tunnel"  or "as you are going into the tunnel."  But we use this short version to describe the location.  Not just for tunnels, by the way. You might hear a description of:
"to your left going into the store" meaning "at the entrance of the store, facing as you would going in"

I wasn't aware that that was AE.
