They set a standard and for all intents and purposes it is a law (acts as though it had the character of a bill that's passed parliament). I'm reading this as, for instance, the European Parliament making up a rule about something and it is as good as law in the member countries, like treasury bonds are as good as cash for accounting purposes.

This is the English version of the document quoted in the book, scroll down to 43 and 44. It calls it "laws of a legislative nature." I fear the German "Norm" may not be a standard in English but a piece of legislation. But honestly, I don't know. And Brussels English is cryptic at best!
"Norm" ( = Rechtsnorm) is here a general term for anything legal of compulsory character  #873191

However, there is a hierarchical structure according to their derivation (see the text in your source): constitutional rules, legal rules, administrative rules. They ALL have legal force, but a rule with a higher rank can modify a rule with a lower rank (there is, of course, a legal procedure for this)
To me, a standard is a technical standard
