these days the OED is quite eager to include fashionable words, many of which come from across the pond. I just hope they do regular revisions and throw them out once they're no longer in use.
For non-natives, the only real measure is if you live in that country and deal with the language on a day-to-day basis. (This will probably upset the academically minded ;-) )

In my experience, the more educated English / French / German / Italian / Spanish speakers are, the more readily they look up stuff in dictionaries and encyclopædias.
