How can I improve myself?

I've learned english by myself and I've never had a teacher, so I'm kind of unsure in which way I should walk. I don't have any issues in normal conversations via chatting/writing, however not matter which language, I can't really speak with others and I don't know why. Whenever I speak with someone I turn into a stone, even though I know what to say. Not just with english by the way, It's the same with other languages too which I've learned.

My main goal however is not to speak fluently for now, I want to understand everything first. My vocabulary isn't that great and I also have some issues with past, present and future articulations here and there. I've tried different english learn sites already, unfortunately It was either too easy or too complex. I can't visit a school for english, because I'm visiting one for Russian currently, and I thought my english is fine enough to learn everything else at home. Other than that, I've a full time job :(. I've finished 2 years ago my course in japanese and got my certificate, since then I'm totally into languages. It's the same thing with japanese by the way, even though I understand mostly everything, know how to read and write, I can't speak with someone who speaks native.

I'd really appreciate some advice. I'm kinda lost and my motivation is dropping constantly.

Ps: I'm german. Eine deutsche Antwort ist ebenso willkommen!. Ich dachte ich erhalte mehr Antworten, wenn ich in Englisch schreibe. Tut mir Leid falls ihr Rechtschreibfehler finden solltet! aber bitte auch erwähnen, so kann ich mich verbessern!. Vielen Dank!.
