"Determine" is possible: Google: "determine the members"
I usually perceive "determine (the) members" to mean "decide who will be/are the members", but it could also mean "identify who the members are".
In my view, "determine" doesn't mean the same as "elect" or "appoint", so if you mean that the members are elected (via an election) or appointed (which sounds a lot more like hired as/given the job of being a member), then I would choose those instead. Other native English speakers may disagree with my perception and I find it hard to define a precise difference between "appoint" and "determine" ("elect" is easy - it's done by a vote), but I think members of a board (Vorstand, Aufsichtsrat etc.) are usually appointed or elected, not determined.

I would avoid "determine members."  It's confusing because it contains the possible curious thought that the determining is being done to members. "Determine" means to establish the facts or the truth, to decide a dispute or controversy, or to set limits or bounds to something. 'Determine membership,' for example, would be fine because it fits these definitions.

"bestimmen" just means to decide, who shall be a member of what ever. I can be done in a number of ways.

ddr: I agree. My point was only that 'determine' with a direct object (as written in the original post) doesn't work. "Are you coming to the party tomorrow?" "No, I have to determine members." To determine who shall be a member is fine, of course.
