Stupid question concerning the term "clause"

I know that contracts have clauses. But when a judge refers to a "Ziffer" in his judgment, is that also a clause or is that a number or something else entirely?

What a letter between A to Z is in relation to a word is what a digit between 1 to 9 is in relation to a number.
So, a "Ziffer" equals a digit and in Laws is a key to a door or a sign post to a street or place.
The "Ziffer" gives orientation towards the wanted paragraph ( phrase )
It can happen, that a "Ziffer" has a next "Ziffer"being directly close to it like in a bible: "John 3, 16" ,
3 stands for the chapter, 16 for the 16th sentence within the 3rd chapter.
There might be a paragraph under a paragraph (subparagraph) but a subparagraph itself is not a "Ziffer".
That confuses me a little, because it is written in this dict.cc but it is not the paragraph itself, but can be "attached" to it.
I imagine it could be that in the practicing of law, maybe some "Ziffern" might be used as much as professionals might immediately know the contents of the referred paragraphs,
so that it appears as if the "ziffer" is the paragraph itself.
